总体国家安全观下的外语教育安全问题新思考

New Thoughts on the Security of Foreign Language Education from the Perspective of Overall National Security

摘要 深度融入全球化的中国外语教育在大量吸收"外来"的同时,也给我国的"本来"和"未来"带来了六个方面的安全问题:外语教育的布局问题、本国语言的污染问题、强势外语的殖民问题、意识形态的污名化问题、跨境语言的主导问题和网络教育的主权问题。这些问题在新时代的中国外语教育中表现得更为明显,这与中国在崛起中所面临的安全困境息息相关。因此,需要依据总体国家安全观,从更新安全理念和优化防范机制两方面着手,在外语教育关键点上撑起安全防护网,以在外语教育上实现好"外来""本来"和"未来"有机统一,为中华民族伟大复兴做出贡献。 Being in fast integration into the world system,China’s foreign languages education has achieved a lot internationally while with six typical obvious threats to the country’s security nationally and forwardly.The six threats are:The Unbalanced Allocation of Needed Foreign Languages,The Polluted National Language,The Cultural Colonization of Offensive Foreign Languages,The Stigmatization of China’s National Ideology,The Weak Cross-border Position of China’s National Language,China’s Sovereignty in internet Languages Education.These main threats are growing with China’s rise in the new stage.In order to address the rising insecurities in foreign languages education,China will spare no effort to refurbish its policies and measures through the promotion of its security strategy and defense mechanism based on the Overall National Security Outlook put forward by President Xi Jinping.By integrating its learning from outside into the core value and sustainable development,China’s foreign languages education will surely play its own part well for the rejuvenation of the Chinese nation.
