摘要
全面推进乡村振兴战略,治理有效是基础。在推进乡村振兴战略过程中,实现乡村治理现代化,必须紧紧抓住作为乡村治理“牛鼻子”的集体产权治理。集体产权治理在乡村治理现代化过程中的关键地位,是由我国农村经济社会发展的理论逻辑、历史逻辑、现实逻辑所决定的。新时代乡村治理存在的主体悬置、资源不足、内容模糊、效率不高等诸多治理问题,根源在于没有抓住集体产权这一关键治理对象,导致集体产权治理缺失和治理不到位,或未能实现集体产权有效治理。在中国式现代化道路上推进乡村治理现代化,必须抓住集体产权治理这一主要矛盾,明确产权治理主体责任与自治形式,形成“多元+自治”的治理模式。同时,要积极适应新形势与新条件,推动适度规模经营,发展新型集体经济,为集体产权治理提供治理资源和现实基础。
Effective governance is the basis for comprehensively promoting the rural revitalization strategy.In the process of promoting the strategy of rural revitalization,to realize the modernization of rural governance,we must grasp the collective property rights governance as the key of rural governance.The key position of collective property right governance in the process of rural governance modernization is determined by the theoretical logic,historical logic and realistic logic of rural economic and social development in our country.In the new era,there are many problems in rural governance,such as suspension of the main body,lack of resources,vague contents and low efficiency,lead to the absence of collective property rights governance or governance is not in place,or can not achieve effective governance of collective property rights.In order to promote the modernization of rural governance on the road of Chinese path to modernization,we must grasp the main contradiction of collective property rights governance,and make clear the responsibility of the subject of property rights governance and the form of autonomy,form a“pluralism+autonomy”governance model.At the same time,we should actively adapt to the new situation and new conditions,promote appropriate scale operation,develop new type of collective economy,and provide governance resources and Realistic Foundation for collective property rights governance.
