摘要
国家法律和党内法规中都载有“铸牢中华民族共同体意识”的规定,推进中华民族共同体建设中的党规国法衔接融通是促进民族事务治理能力现代化和推进中华民族整体性伟大复兴的需要。实现党规国法衔接融通仍面临着党内法规细化不够、国家法律保障不足、党规国法制度衔接不畅的问题,可通过推进党内法规建设、完善国家法律体系、提升党规国法制度衔接融通性等路径,来实现铸牢中华民族共同体意识主线与党规国法相互促进相互保障的国家战略。
“Fostering a strong sense of community for the Chinese nation”is stipulated in both party discipline and state law.Promoting the coordination between party discipline and state law in the construction of Chinese nation community is the need to realize the modernization of ethnic affairs governance capability and the overall rejuvenation of the Chinese nation.However,there are problems such as the insufficient refinement of party discipline,lack of law safeguard,and less connection between discipline and law.Measures should be taken such as promoting the construction of party discipline,improving the state legal system,enhancing the connectivity of discipline and law so as to carry out the national strategy of fostering a sense of community for the Chinese nation as the“guidance”and“main line”in the mutual promotion and protection of party discipline and state law.
