摘要
在数字化时代,数字技术的广泛运用使各族公民得以分享数字红利,但在民族事务治理领域也易于引发“信息茧房”困境。民族事务治理中的“信息茧房”现象是民族事务与“信息茧房”交织叠加的产物,有效规制民族事务治理领域中的“信息茧房”风险,是在数字社会推进民族事务治理现代化的必然要求。在发生机理上,民族因素信息的数据化、各族公民选择的偏好性以及算法推荐技术的助推性是民族事务治理中“信息茧房”现象产生的主要原因,而对民族事务治理领域中“信息茧房”的治理不当极易引发阻碍民族交往交流交融、削弱铸牢中华民族共同体意识网络传播力、冲击现有民族事务治理体系和治理能力等外溢风险。在新时代民族事务治理中,为有效发挥数字技术治理优势,预防化解“信息茧房”负面效应,应健全政府对民族事务治理领域中“信息茧房”的法律监管职责、强化平台企业的公共传播责任、不断提升各族公民的网络信息素养,在网络空间中更好地铸牢中华民族共同体意识。
The phenomenon of“information cocoons”in the field of ethnic-affairs governance in the digital era is a product of the interweaving and overlapping of ethnic affairs and“information cocoons”.From the perspective of the generation mechanism,the digitization of information related to ethnic factors has shown to be a basic prerequisite for the generation of the“information cocoons”phenomenon in the field of ethnic affairs governance,which in turn provides basic resources for personalized recommendation services on digital media platforms;in addition,the preference choices made by citizens of all ethnic groups based on personal factors-such as their own perceptions,emotional attitudes,and interest preferences-are significant reasons for the formation of the“information cocoons”;algorithm-recommendation technology provides technical support for citizens of all ethnic groups to select the exact information that meets their own interests,preferences,and emotional needs,drawing from a massive amount of data and playing a decisive role in generating the final content of the“information cocoons”.Based on a clarification of the generation mechanism of the“information cocoons”phenomenon in the field of ethnic affairs governance,this article comes to the conclusion that accurately grasping the risks and challenges brought by the“information cocoons”to ethnic affairs governance is a key to effectively leveraging the advantages of digital technology governance and addressing the dilemma of“information cocoons”governance itself.Firstly,in the field of ethnic affairs governance,the“information cocoons”are prone to deepening stereotypes among citizens of all ethnic groups,increasing conflicts and disputes related to ethnic factors,and impede comprehensive integration and extensive communication of all ethnic groups.Secondly,as for technological empowerment,the dominant network platform enterprises have not been fully considering the public communication needs related to the cultivation of Chinese national community consciousness in the information distribution process;as a result,the network communication power of the cultivation of Chinese national community consciousness has been weakened.Finally,China's existing ethnic affairs governance system and governance capabilities also had difficulty in effectively responding to the practical needs of“information cocoons”governance.In the new era of ethnic work-in order to address the governance risks and challenges brought about by the“information cocoons”-there should be a focus on the main requirement of fostering the sense of Chinese national community in the online space,and on building a digital governance system for ethnic affairs that fosters effective cooperation and diversified governance among the government,network platform enterprises,and citizens of all ethnic peoples:Firstly,by improving a legal and regulatory system for digital governance of ethnic affairs,one should aim at continuously improving the govermment's legal regulatory responsibilities for the governance of“information cocoons”.Secondly,network plaform enterprises should consider the impact of data related to ethnic factors on user profiles in the parameter settings of algorithm recommend lation systems,a and following this,should establish a public information dissemination mechanism suitable for personalized recommendations.Thirdly,the education of online information literacy for citizens of all ethnic groups should be continuously strengthened as well as the construction of a mainstream discourse system to foster the sense of Chinese national community in the online space.
