煤电联营对用能成本和能源安全影响研究 被引量:3

Research on the impact of coal-electricity joint operation on energy cost and energy security

摘要 深化煤电联营、促进一体化发展是提升能源安全保障能力的重要途径,保障煤电联营实施效果需重视用能成本和能源安全。基于2012—2020年的能源数据,构建纵向一体化指数、用能成本系数、能源安全系数等指标,应用多元回归法研究当前煤电联营的发展情况和推进效果,并通过双重差分法验证煤电联营对用能成本和能源安全的影响。研究表明:神华集团与国电集团的煤电一体化试点效果显著,在“基准价+上下浮动”的电价政策下,煤电联营可以显著降低社会用能成本,且对能源安全水平有明显提升效果。推动和保障煤电联营效果,必须注重中长期规划、完善价格机制、促进煤电融合发展、加强政策激励体系建设。 Deepening coal-electricity joint operation and promoting integrated development is an important way to improve the ability of energy security.To ensure the implementation effect of coal-electricity joint operation,attention should be paid to energy cost and energy security.Based on the energy data from 2012 to 2020,construct vertical integration index,energy cost coefficient,energy security coefficient and other indicators,apply multiple regression method to study the current development and promotion effect of coal-electricity joint venture,and verify coal-fired power generation through double difference method the impact of pooling on energy costs and energy security.Research shows that the coal-electricity integration pilot project between Shenhua Group and Guodian Group has achieved remarkable results.Under the electricity price policy of“base price+floating”,coal-electricity joint operation can significantly reduce social energy consumption costs and significantly improve the level of energy security.To promote and guarantee the effect of coal-electricity joint venture,we must focus on medium-term and long-term planning,improve the price mechanism,promote the integrated development of coal and electricity,and strengthen the construction of the policy incentive system.
