摘要
基于2011—2020年中国内地30个省(市、区,不含西藏)面板数据,采用Malmquist和Malmquist-Luenberger指数对中国各省煤炭资源利用全要素生产率进行测算,并从静态和动态视角进行分析,深入讨论环境规制对煤炭资源利用全要素生产率的影响。结果显示:各省煤炭资源利用全要素生产率存在区域差异,且环境规制与煤炭资源利用全要素生产率之间存在U型关系,基于此对政府环境规制提出相应政策建议。
This paper uses Malmquist and Malmquist-Luenberger indexes to measure the total factor productivity of coal resource utilization in provinces of China based on the data of 30 provinces(cities and districts,except Tibet)from 2011 to 2020,and analyzes them from static and dynamic perspectives,and then discusses in depth the impact of environmental regulations on total factor productivity of coal resource utilization.The results show that there are regional differences in the total factor productivity of coal resource utilization among provinces.And there is a U-shaped relationship between environmental regulations and total factor productivity of coal resource utilization,based on which this paper proposes corresponding policy recommendations for government environmental regulations.
