摘要
连续3年,每年扩招100万,是我国高等职业教育的重大政策部署,旨在提升退役军人、下岗失业人员、农民工、新型职业农民等群体人员的技术技能,是稳就业的重要举措,也是在职业教育界实施的重大民生工程、民心工程和根基工程。然而以退役军人等为主体的四类扩招生源,其基础知识和技术技能水平差异较大,生源结构多样且复杂,较之于普通生源,存在基础薄弱、学习养成不够等多种不足,相当一部分生源还存在工学矛盾问题。招生和培养都需要设计并实施与普通生源不同的方案,需要做好政策与宣传引导,强化学校与企业共管,以保证规模与质量并进,以期通过百万扩招,培养更多高素质技术技能人才,服务经济社会发展。
In three consecutive years,the enrollment expansion of 1 million a year is our country’s higher vocational education major policy adjustment and deployment,promoting technical skills,of veterans,laid-off workers,migrant workers,the new staff,such as professional farmers.It is the important measure of steady employment,and is also an important project in the professional education on the implementation of people’s livelihood,and faith and foundation.However,the four types of enrollment expansion sources,which are mainly composed of ex-soldiers,have large differences in basic knowledge and technical skills,diverse and complex student structure.Compared with ordinary students,they have many shortcomings,such as weak foundation,insufficient learning and so on,and quite a number of students still have problems of work conflict.Enrollment and training need to design and implement programs different from the ordinary source of students,need to do a good job in policy and publicity guidance,strengthen the co-management of schools and enterprises,in order to ensure the scale and quality of development,in order to train more high-quality technical and skilled personnel to serve the economic and social development through the enrollment expansion of millions of people.
