摘要
当今世界正经历百年未有之大变局,中国国内和国际环境发生复杂深刻变化,供给和需求两端处于结构性调整。"以国内大循环为主体、国内国际双循环相互促进"意味着将重心转移到服务国内需要上,充分发挥内需潜力,提高经济竞争力和韧性,并以此为基础,主动地、开放地参与全球价值链重构,联通国内市场和国际市场。须全局地、系统地、开放地从生产、分配、流通、消费各环节入手,多措并举地畅通和优化"双循环",构建区域平衡发展、区域高质量发展和区域城市群一体化发展新格局。
The world today is undergoing great changes unprecedented in a century,and China’s domestic and international environments are also undergoing profound and complex changes in that both sides of supply and demand are in structural adjustment."Taking domestic circulation as the mainstay while allowing domestic and international circulations to reinforce each other"means shifting the focus on serving domestic demand,giving full play to the potential of domestic demand,on improving economic competitiveness and resilience,and on this basis,on participating in the reconstruction of global value chain in a proactive and open manner,and connecting domestic and international markets.It is necessary to start with the links such as production,distribution,circulation and consumption in a holistic,systematic and open manner,take measures to facilitate and optimize the"dual circulations",and build a new pattern of balanced development,high-quality regional development and integrated development of regional city clusters.
