摘要
人才协同是建设粤港澳大湾区高水平人才高地的必然要求,但实践中却面临一些困境。文章旨在分析粤港澳大湾区人才协同发展的困境成因,并提出对策建议。首先,文章梳理了当前港澳人才政策创新情况。其次,分析了粤港澳大湾区人才协同发展的困境及其成因,主要涉及就业环境、制度差异、治理要素等内容。最后,提出了具体的破解举措,包括提升法治化水平、建立湾区人才通制度、开展协同规划、发展专业人才协会。本研究具有显著的理论与决策参考价值。
The coordination of talents is a requirement for building a high-level talent highland in the Guangdong-Hong Kong-Macao Greater Bay Area(GBA),but it faces development difficulties in practice.This paper aims to analyze the reasons behind the development dilemma and put forward suggestions.Firstly,this paper summarizes the current talent policy innovations of major cities in the GBA;secondly,it analyzes the difficulties of talent coordination and its causes in the Greater Bay Area,including employment environment,institutional differences,governance elements and so on.Finally,this paper puts forward some specific policy measures,including improving the rule of law level,establishing the supporting system for the talent mobility in the GBA,carrying out collaborative planning at the GBA level,and developing the professional talent association.This paper has significant theoretical value and decision-making reference value.
