摘要
在我国城镇化战略不断发展演进的过程中,城市建设项目出现了针对老旧小区、老旧街区、老旧厂区等的城市更新模式和针对产业园区发展的产城融合模式。二者在规划层级、实施主体、行政审批、建设内容、资金来源等多个方面存在一定交叉,在项目融资实践中,存在将二者混同的情况,带来了信贷资金投向失偏、中长期风险把控不准、一定数量的越权授信审批等问题。本文从产城融合与城市更新在政策依据、意义作用、服务群体、实施目的、规划要素和长期运营风险等方面进行全方位的比对分析,探讨了二者的异同点,提出了区分两类项目的具体准则,并对规划实施和长期市场化运营提出了建议。
In the process of continuous development and evolution of my country’s urbanization strategy,urban construction projects have emerged urban renewal models for old communities,old blocks,old factories,etc.,and industry-city integration models for the development of industrial parks.There is a certain overlap between the two in terms of planning level,implementation subject,administrative approval,construction content,and funding sources.In practice,there is a situation where the two are mixed with planning and implementation.However,industry-city integration and urban renewal are significantly different in terms of policy basis,significance,planning elements,and long-term operational risks.The implementation of mixed planning may bring about problems that do not conform to policy guidance,fail to implement goals,and are financially unsustainable.Through a comprehensive comparison and analysis of industry-city integration and urban renewal,this paper discusses the similarities and differences between the two,and puts forward suggestions for planning implementation and long-term market-oriented operation.
