摘要
1990年代中期以来,我国劳动报酬占比不断下降是不争的事实。党的十九届四中全会提出,收入分配要向一线劳动者倾斜、要"提高劳动报酬在初次分配的比重"。在两个"毫不动摇"的所有制宪法下,提高劳动报酬在初次分配中的比重,应创新马克思主义劳动力产权理论,实现"确权增利"以扭转劳动力市场"商品定价"带来的"平等悖论"。本文根据马克思劳动力范畴的本来意义,从劳动力产权视角,构建一个扩展的劳动力产权权益价值模型,并基于该模型,提出我国提高劳动报酬在初次分配的比重的政治经济学方案,以达致劳资收入分配失衡前置缓解,重建劳资双方劳动力市场交易的"公允价格"和"伊甸乐园"。
Since the mid-1990 s,it is an indisputable fact that the proportion of labor remuneration has been declining in China.It was proposed at the Fourth Plenary Session of the 19 th CPC Central Committee,Income distribution should be inclined to front-line workers and"increase the proportion of labor remuneration in the initial distribution".Under the two"unshakable"constitutions of ownership,in order to increase the proportion of labor remuneration in the initial distribution,we should innovate the Marxist theory of labor property rights to realize"confirming rights and increasing profits",so as to reverse the"equal paradox"that brought about by"commodity pricing"in the labor market.According to the original meaning of Marx’s labor category,from the perspective of labor property rights,this paper constructs an extended value model of labor property rights and interests,and based on this model,puts forward a political and economic solutions to increase the proportion of labor remuneration in the initial distribution,so as to achieve the Preconditioning of the imbalance of labor income distribution,and to rebuild the"fair price"and"Eden"of labor market transactions between labor and capital.
