摘要
以隐蔽、分散、独立为特点的“独狼式”恐怖袭击成为恐怖活动的主要方式,并呈现专业化、低龄化、女性化的发展趋势,给社会安全治理和国际反恐合作带来严峻挑战。我国反恐工作应当坚持总体国家安全观,密切关注“独狼式”恐怖活动新特点和新动向,强化专业力量建设、加强社会力量动员、促进国际反恐力量联合,构建符合中国特色的“独狼式”恐怖袭击防控治理体系,为维护国家安全和国际和平保驾护航。
With the characteristics of concealment,dispersion and independence,the“lonewolf”terrorist attacks has become the main mode of terrorist activities,and gradually become specialized,younger age and feminine.At the same time,the thought of“lone-wolf”and extreme thoughts agitate each other,and spread through network media,which brings severe challenges to social security governance and international anti-terrorism cooperation.In view of this,anti-terrorist work in China should be connected with the overall national security concept.Public Security Organs should pay close attention to the new characteristics and new trends of“lone-wolf”terrorist activities,strengthen the construction of professional forces,reinforce the social forces,promote international anti-terrorist cooperation,and build a“lonewolf”terrorist attack prevention and control system with Chinese characteristics to maintain national security and international peace.
