摘要
解决新市民在流入地的住房问题,增强新市民在流入地的居留意愿,有利于顺利推进新型城镇化,有利于扩大消费促进经济增长。基于2019中国家庭金融调查数据,研究新市民在流入地的租住特征对居留意愿的影响,结果表明:租住在保障房里的新市民比没有租住保障房的新市民更愿意居留在流入地;以整租方式租赁住房的新市民比与他人合租的新市民有更强烈的居留意愿;租住房屋拥有独立厨卫的新市民居留意愿高于无独立厨卫的新市民;流入一线城市或新一线城市的新市民居留意愿低于流入三线及以下城市的新市民;租金占家庭其他支出的比例越低,居留意愿越高。因此,应根据城市实际情况为新市民提供租赁型保障房,顺应家庭式迁移趋势完善租赁型保障房设计建设标准,加强对租赁住房租金的监测监管。
Solving the housing problems of new citizens in their destination areas and enhancing their willingness to reside in the destination areas are conducive to the smooth promotion of new urbanization,expanding consumption,and promoting economic growth.Based on the 2019 Chinese Household Finance Survey data,this study investigates the impact of new citizens’rental characteristics in their residential areas on their residence intension.The results show that new citizens who rent in affordable housing are more willing to stay in their place of residence than those who do not rent in affordable housing;New citizens who rent housing as a whole have a stronger intention to stay than those who share it with others;New citizens who rent houses with independent kitchens and bathrooms are more willing to stay than those who do not have independent kitchens and bathrooms;The residency intention of new citizens who flow into first tier cities or new first tier cities is lower than that of new citizens who flow into third tier and below cities;The lower the proportion of rent to other household expenses,the higher the willingness to stay.Therefore,rental affordable housing should be provided to new citizens based on the actual situation of the city;The design,construction,and annotation of rental affordable housing should be improved by adapting to the trend of family migration;The rent of affordable housing should be strengthened monitoring and supervision.
