摘要
生物药产业作为我国战略性新兴产业的重要组成部分,近年来快速发展。在保障人民群众健康、维护国家生物安全、参与构建“双循环”发展格局、抢占新一轮科技革命和产业变革制高点等方面发挥了重要作用,但仍面临原始创新能力不足、价格激励机制不健全、国际化水平不高等诸多问题,亟待解决。鉴于此,需要聚焦制约产业发展的卡点堵点,以鼓励创新为引领,通过夯实产业科技基础、完善价格和支付机制、打造有利于企业“走出去”的良好政策环境和服务支撑体系等方式,多措并举推动我国生物药产业高质量发展。
As an important component of China's strategic emerging industry,the biopharmaceutical industry has developed rapidly in recent years.It plays an important role in ensuring the health of the people,maintaining national biosafety,participating in the construction of a“dual cycle”development pattern,and seizing the commanding heights of the new round of technological revolution and industrial transformation.However,it still faces many problems such as insufficient original innovation capabilities,imperfect price incentive mechanisms,and low internationalization level,which urgently need to be solved.In view of this,it is necessary to focus on the bottlenecks that constrain the development of the industry,encourage innovation as the lead,and take multiple measures to promote the high-quality development of China's biopharmaceutical industry by consolidating the industrial technology foundation,improving pricing and payment mechanisms,and creating a favorable policy environment and service support system for enterprises to“go global”.
