摘要
加强市场价格监管,创造良好的市场环境,是政府价格监管部门面临的迫切任务。本文围绕新时代价格监管科学化、法治化路径进行全方位、系统化调研,在总结归纳政府价格监管发展历程的基础上,阐述价格监管工作的重要职责作用与面临的机遇挑战,指出动荡的国际形势造成的输入性通胀压力给价格监管带来严峻挑战;新业态新平台经济的快速发展为价格监管的智能化提出新的机遇和挑战;推进国家治理体系和治理能力现代化为价格监管服务大局赋予更大的使命担当。据此,应加强价格监管,坚守公开透明公平正义的依法监管机制,加强价格监管能力建设,打造高素质专业化执法队伍,多方参与推进价格诚信自律建设,加强新时代价格监管科学化法治化。
It is an urgent task for the government price supervision department to strengthen market price supervision and create a good market environment.This paper conducts a comprehensive and systematic research around the scientific and legal path of price regulation in the new era.On the basis of summarizing the development process of government price regulation,it expounds the important responsibilities and roles of price regulation and the opportunities and challenges it faces,and points out that the imported inflation pressure caused by the volatile international situation has brought serious challenges to price regulation;The rapid development of the economy of new formats and new platforms poses new opportunities and challenges for the intellectualization of price regulation;Promoting the modernization of the national governance system and governance capacity has given greater responsibility to the overall situation of price supervision services.Accordingly,we should strengthen price supervision,adhere to the legal supervision mechanism of openness,transparency,fairness and justice,strengthen the construction of price supervision capacity,build a high-quality professional law enforcement team,participate in promoting the construction of price integrity and self-discipline,and strengthen the scientific and legalization of price supervision in the new era.
