摘要
国际航空货运是国家战略实施、国际供应链平稳运作的重要保障。本文在供应链韧性视角下研究我国国际航空货运系统,利用系统动力学方法进行仿真分析。研究表明:提高全货机比例和引入外航对航空货运供给水平的提升明显优于扩大机队规模,但引入外航又降低了国际航空货运供应链柔韧度,其长期效果不及扩大我国机队规模;民航业进行固定资产投资时应全面均衡,其中机场数字化建设是促进机场高质量发展的关键因素;提高航线网络覆盖率和冗余度可以改善国际航空货运供应链柔韧度。基于此,应调整机队运力结构、加大机场数字化建设投入、提高航线网络冗余度,助力打造有韧性的国际供应链,促进我国航空货运高质量发展。
International air cargo is an important guarantee for the implementation of national strategies and the smooth operation of international supply chains.In this paper,China's international air cargo system is studied from the perspective of supply chain resilience,and the system dynamics method is used to simulate and analyze.The results show that increasing the proportion of full-freighter aircraft and introducing foreign airlines to improve the level of air cargo supply is significantly better than expanding the fleet size,but the introduction of foreign airlines fleet reduces the flexibility of the international air cargo supply chain,and its long-term effect is not as good as expanding China's fleet size.The civil aviation industry should make a comprehensive and balanced investment in fixed assets,of which airport digital construction is a key factor to promote the high-quality development of airports;Increased network coverage and redundancy can improve international air cargo supply chain flexibility.Based on this,suggestions such as adjusting the fleet capacity structure,increasing investment in airport digital construction,and improving the redundancy of the route network are put forward to help build a resilient international supply chain and provide reference for the high-quality development of air cargo in China.
