摘要
新一轮电力体制改革以来,我国电力市场交易规模迅速扩大,电力零售快速发展。电力零售市场是指售电公司与中小型终端电力用户开展电力交易活动的市场。电力零售市场作为将改革红利传导至用户侧的桥梁,其活跃程度与否决定了改革红利是否能够切实惠及广大用户。本文基于国内电力零售市场发展情况,提出国内零售竞争发展情况及主要问题,通过分析国外成熟电力市场鼓励电力零售市场竞争的主要做法(如设计标准套餐、运营比价网站等),从零售市场监管、市场信息披露、简化用户选择等方面提出了推进我国电力零售市场建设的建议。
Since the new round of power market reform,the transaction scale of China’s power market has expanded rapidly and the retail market has developed rapidly.electricity retail market refers to the market in which retailers sell electricity to small and medium-sized end power users.Retailers help transmit the reform dividend to the user side.Whether they are active enough determines the user side’s benifit directly.Based on the realistic of domestic electricity retail market,this paper puts forward some important problems we are confronting.By analyzing the main practices of foreign mature power market to encourage competition in electricity retail market(such as designing standard packages,operating price comparison websites,etc.),some suggestions on promoting the construction of China’s power retail market are put forward from the aspects of retail market supervision,market information disclosure and simplifying user selection.
