摘要
随着政府不断深化“放管服”改革,加快优化营商环境,重点提升工程建设项目审批效率,缩短审批时限,全面推进“综合测绘”工作,实行多测合一、测验合一和成果共享,综合测绘管理系统的建设应运而生。论文结合杭州市综合测绘管理系统建设实践,主要围绕测绘单位监管、数据线上服务、管理部门应用服务等目标,提出系统设计思路和主要功能,阐述了系统建设“土地码”等关键技术的应用,通过系统的运行,切实提高了建设项目审批的效率。
The construction of comprehensive surveying and mapping management system came into being,as the government continues to deepen the reform of“delegate power and optimize services”,accelerates the optimization of the business environment,improves the approval efficiency of engineering construction projects,shortens the approval time limit,and comprehensively promotes the“comprehensive surveying and mapping”work.Based on the construction practice of Hangzhou comprehensive surveying and mapping management system,this paper mainly focuses on the goals of surveying and mapping company supervision,online data service,management department application service,etc.,proposes system design ideas and main functions,and expounds the application of key technologies such as“land code”in system construction.Through the operation of the system,the efficiency of construction project approval is effectively improved.
