摘要
当今世界处于百年未有之大变局,对中国共产党人来说,要深刻认识和准确把握外部环境变化和中国改革发展稳定面临的新情况、新问题、新挑战,居安思危,增强忧患意识,提高防控能力,着力防范化解重大风险,研究分析列宁对苏维埃俄国国家治理的探索及其当代价值。虽然列宁时期面临内外交困的双重压力,但形成的苏维埃俄国国家治理模式为巩固和发展新生的苏维埃社会主义政权提供了可靠的制度基础和保障,十分值得今天的中国借鉴。
The world today is undergoing profound changes unprecedented in a century.The Chinese communists need to have an accurate understanding of the fundamental changes in the external environment and the new situations,problems and challenges facing China’s reform,development and stability.It requires that the Chinese communists be prepared for danger in times of safety,strengthen their awareness of potential dangers,improve prevention and control capabilities,and putting forth effort to prevent and resolve major risks.The analysis of Lenin’s exploration of state governance in Soviet Russia and its contemporary value is of great relevance.Although Soviet Russia was beset by both internal and external difficulties in the time of Lenin,the model of state governance in Soviet Russia established in Lenin’s time has provided a reliable institutional infrastructure and guarantee for the consolidation and development of the newborn Soviet socialist regime,and is well worthy of reference for today’s China.
