摘要
社会治理体系与治理能力的现代化是当代社会治理的发展目标和内在要求。当前,为革新江北新区公共安全社会治理体系,提升基层治理能效,推动新区营商环境高质量发展,南京江北新区警方以社会动员体系建构为切入点,立足于现代社会动员理论,深耕“网格化”,拥抱“大数据”,构建“平安扣”新区公共安全常态化社会动员体系,以信息化为依托,创新建设“双向+矩阵”、平安守望岗等重要治理方阵,动员社会各界力量,打造都市圈生活场景嵌入式公共安全社会动员体系,有效推动警务公共关系改善和区域融合发展,走出了一条市域公共安全治理的创新实践新路径。
The modernization of social governance system and capacity is the development goal and internal requirement of contemporary social governance.At present,in order to innovate the social governance system of public security in Jiangbei New District,improve the energy efficiency of grass-roots governance,and promote the high-quality development of the business environment in the new area,the police in Nanjing Jiangbei New District take the construction of social mobilization system as the starting point,based on the theory of modern social mobilization,deeply cultivate"grid",embrace"big data",build a normalized social mobilization system of"Pingan Buckle"public security in the new area,and rely on informationizing,innovative construction of"two-way+matrix",safe watch post and other important governance matrices has mobilized forces from all walks of life to create an embedded public security social mobilization system in the metropolitan area,effectively promoted the improvement of police public relations and regional integration development,and blazed a new path of innovation and practice of public security governance in the city.
