泰国综合考试评价体系的演进历程与内在逻辑

On Evolution and Inherent Logic of Comprehensive Examination Evaluation Systemin Thailand

摘要 泰国综合考试评价体系的演进历程是立足现实实践而不断更迭革新的动态调整过程,经历了探索期、形成期、调整期与成熟期等不同阶段,在招考相对分离的设计下,突破将单一考试成绩作为唯一录取标准的传统方式,逐步纳入GPAX高中累积绩点、O-NET基础知识测试、GAT普通能力测试、PAT专业能力测试等,呈现出考生自主选考、高校多元录取、公共组织专门测试、政府宏观调控的综合考试评价体系。在这一过程中,综合考试评价体系遵循理性建构和演化生成的双重逻辑而形成,一方面依托于招考相对分离的人才选拔机制,作为制度设计的一部分得以理性建构,侧重于服务高校招生录取;另一方面,不同主体之间互动和博弈的过程促使其不断走向完善,表现为政府主体的逐步让渡放权、高校主体的自主性地位强化和专门考试机构的角色补充。 As a dynamic adjustment process based on actual practice and continuous change and innovation,the comprehensive examination evaluation system in Thailand has gone through different stages of exploration,formation,adjustment,and maturity.With a design of relatively separation of admissions and examinations,this system has made a great breakthrough in its traditional evaluation system-instead of the monotonous,exam-oriented assessmentcriterion in the past,the current one becomes a comprehensive examination evaluation system,in which,the GPAX,O-NET,GAT,PAT,etc.have been incorporated.As a result,this system has been characterized by candidates’morefree choices,colleges’independent admissions,specialized pubic agencies’charge of the examinations,and governments’macro-control of the administrative affairs.Actually,the reform of Thailand’s comprehensive examination evaluation system follows the dual logic of rational construction and evolution.On the one hand,withseparation ofadmission and examination,this system meets the need of serving for colleges’independent admission.On the other hand,the interaction and game among different subjects resulted in the fact that the government has handed over some power to other participants,colleges have gained higher status of independent admission,and the agencies have played more important role in examination and evaluation.
