摘要
利用核能供暖是解决北方大气污染的有效途径。国家已出台一系列核安全法规,并明确指出池式供热堆安全性高、技术成熟;在任何事故下,依赖反应堆固有负反馈特性可实现自动停堆,不会发生融堆事故。供热堆产生的各类气体、液体、固体受到严格限制,放射性水平低,不会对环境及公众健康造成影响。核安全文化的建设、贯彻,有助于系统稳定安全地运行。通过对法律法规、供热堆技术安全性、排放物安全性、核安全文化等进行分析,发现供热堆技术成熟、安全性高,可广泛推广。目前已有供热堆的事故模拟、试验等均可安全停堆,且不会对用户健康造成影响。
Nuclear heating is an effective way to solve the air pollution in North China.China has issued a series of nuclear safety laws and regulations,and clearly pointed out that the pool heating reactor has high safety and mature technology.In any accident,depending on the inherent negative feedback characteristics of the reactor,the reactor can realize automatic shutdown without any melting accident.All kinds of gases,liquids and solids produced by the heating reactor are strictly limited,and the radioactivity level is low,which will not affect the environment and public health.The construction and implementation of nuclear safety culture is conducive to the stable and safe operation of the system.Through the analysis of laws and regulations,the safety of heating reactor technology,the safety of emissions,nuclear safety culture and so on,it is found that the heating reactor technology is mature,high safety and can be widely promoted.At present,the accident simulation and test of the existing heating reactor can be safely shutdown,and will not affect the health of users.
