摘要
中国共产党在不断探索中逐渐形成了中国特色的民族理论和民族法治体系,依法保障民族团结稳定发展的经验是中国特色社会主义法治道路的重要内容。习近平法治思想丰富了依法治理民族事务的理论和实践,依法铸牢中华民族共同体意识,为少数民族权益法治保障提供了中国方案,是发展和完善民族区域自治制度的有力保障,是民族地区法治社会建设的行动指南,是推进民族事务治理体系和治理能力现代化的有效路径。要以中共二十大精神为引领,依法促进民族事务治理现代化、为民族地区乡村振兴提供法治保障、促进各民族“三交”“三和”法治化、加强边疆治理法治化、实现民族地区生态环境保护法治化、促进民族立法体系化。
In its continuous exploration,the Communist Party of China has gradually formed a national theory and national legal system with Chinese characteristics.The experience of ensuring national unity and stable development according to law is an important part of the road of socialist rule of law with Chinese characteristics.Xi Jinping’s thought of rule of law enriched the theory and practice of governing ethnic affairs according to law,and promoted China’s awareness of the Chinese nation community in accordance with the law,provided China’s plan for the protection of ethnic minorities’rights and interests by the rule of law,and was a powerful guarantee for the development and improvement of the system of regional autonomy of ethnic minorities.It is also an action guide for the construction of a rule of law society in ethnic minority areas.It is an effective way to promote the modernization of national affairs governance system and governance capacity.We should follow the spirit of the 20 th CPC National Congress,promote the modernization of ethnic affairs governance in accordance with the law,guarantee the rule of law for the revitalization of rural areas in ethnic areas,promote the rule of law of“three exchanges”“three harmonies”,strengthen the rule of law in border areas,realize the rule of law in the protection of ecological environment in ethnic areas,and promote the systematization of national legislation.
