摘要
社区是中国城市治理的基本单元,是“基层”的实在场域。源自西方学术话语的“社区”在经历了中国化的过程后,成为中国治理实践中集社会生活共同体与行政区划范围为一体的“治理单元”,这是理解当代中国社区治理的关键所在。中国社区治理既需要通过政治治理凝聚价值共识,也需要通过法律治理规范治理过程。社区治理共同体的建设是政治与法治共同合力方能营建实现的理想图景。在“政党—国家—社会”的复合结构中解读社区治理实践,社区将成为党委领导、政府负责、社会协同、公众参与的治理样板。
City community is the basic unit of urban governance in China and the real field of“grassroots”After going through the process of sinicization,the“community”derived from the westerm academic discourse has become a“governance unit”integrating the community of social life and the scope of administrative divisions in China's governance practice,which is the key to understanding the contemporary Chinese community governance,China's community governance needs not only to gather value consensus through political govemance,but also to standardize the governance process through legal governance.'The construction of community govemnance community is an ideal picture that can be built and realized by the joint efforts of politics and the rule of law.Interpreting the commumity govermance practice in the compound structure of“political party-state-society”,the community will become the govemance model of party committee leadership,goverment responsibility,social coordination and public participation.
