摘要
各类客运枢纽及周边区域已成为以公共交通为导向的开发(transit-oriented development,TOD)模式在我国落地的重要载体之一。在客运枢纽区域开发前进行适应性评价,可帮助优化分配有限的开发资源,对海量待开发客运枢纽实现全盘统筹。综述国内外客运枢纽区域TOD开发政策及适应性评价的相关研究,包括面临的问题、相关的影响因素等,指出适应性评价应从客运枢纽区域开发的全生命周期,以及枢纽、区域、城市整体功能最优化的角度出发,通过采用合理的评价指标体系与方法,为客运枢纽区域开发提供指导,促进枢纽及周边区域与所在城市的协同发展,优化国土空间利用。
Passenger transport hubs and surrounding areas have become key carriers of transit-oriented development in China.Adaptability evaluation before developing the passenger transport hub can optimize the allocation of limited development resources and develop the overall planning for the massive passenger transport hubs.This study summarizes the related policies and adaptability evaluation of the TOD in rail transit hub areas,including problems and influencing factors.It reports the following conclusions.Adaptability evaluation should be based on the whole life cycle of the hub area development of passenger transport and the optimization of the overall functions of the hub,region,and city.Additionally a scientific index system and method should be adopted to promote the coordinated development of the hub,surrounding areas,and the city,and to optimize the utilization of land and space.
