摘要
随着监察体制改革的深入推进,如何确保纪法全面贯通、法法无缝衔接,是纪检监察机关能否高效、顺畅履行职责的关键。通过回顾在管党治党实践中,党的纪律和国家法律两者关系的历史发展,理解当下纪检监察机关执纪执法中贯彻纪法共治的现实基础,探索实现纪检监察体制改革下的纪法贯通、法法衔接的路径与具体措施,以期纪检监察机关执纪审查和依法调查工作顺畅对接,将监察机关、司法机关、执法部门三者连接起来,加强党对反腐败工作的统一领导,构建集中统一、权威高效的国家监察体系。
With the advancement of the reform of discipline inspection and supervision system,it’s the key to ensure the perfect coordination between national laws and Party discipline,so that discipline inspection committees and supervision agencies can perform their duties efficiently and successfully.After reviewing the historical development of the relationship between Party discipline and national laws in the practice of governing the Party,we can understand the realistic foundation of the coordination between Party discipline and national laws,and explore the path and specific measures to realize it under the reform of discipline inspection and supervision system.In this way,supervision agencies,judicial agencies and law enforcement agencies will be closely connected.It’s helpful to strengthen Party’s unified leadership of the fight against corruption,and set up a centralized and powerful nation supervision system.
