摘要
党的十九大把乡村振兴作为国家战略提到党和政府工作的重要议事日程上来,为其进一步明确目标、任务与落实工作。新时期,乡村振兴既要转型又要升级,一方面产业兴旺是重点,通过创新驱动转变经济发展模式,促进一二三产业融合,为"三农"发展注入新动能;另一方面,充分发挥乡村传承与保护优秀传统文化的功能,加强乡村人才队伍建设,建立常态化的乡村人才吸纳机制和制度化的参与机制,搭建人才回流平台。
The Nineteenth National Congress of the Communist Party of China put Rural Revitalization as a national strategy on the important agenda of the work of the Party and the government to further clarify the objectives,tasks and implementations.In the new era,rural revitalization needs both transformation and upgrading.On the one hand,industrial prosperity is the focus.Through innovation-driven to transform the mode of economic development,promoting the integration of primary,secondary and tertiary industries,injecting new momentum into the development of"three agriculture";on the other hand,to give full play to the function of inheriting and protecting excellent traditional culture in the countryside,to strengthen the construction of rural talents team,to establish a normalized rural talents absorption mechanism and institutionalized participation mechanism,and to build a platform for talents backflow.
