摘要
合理的党建单元是党建有效的基础,单元的选择决定着党建的走向与成效。以往以行政村为单元的党建往往存在空转、无效的弊病,而当前广东清远、安徽天长、湖北秭归分别以自然村、村民小组、自然村落为单元建设党组织的探索实践,通过重构党建单元实现了党建有效。三地虽然在形式上表现出不同的重构路径,但从基本取向来看,均是通过下移党组织单元来重构政党权威、促进党政耦合、拓展党组织功能,使得农村党组织在农村兼具领导力、组织力和发展力,从而奠定党组织在农村的合法性基础,真正促进党建落地、党建有效。从新时代农村党建的目标取向来看,这一实践对于促进农村党建有效具有一定启发意义。
The reasonable party building unit is the effective foundation of party building,and the choice of unit determines the direction and effect of party building.In the past,the party construction with the administrative village as the unit often has the drawback of idling and invalid.However,the exploration and practice of the party organization respectively with the natural village,the villagers group and natural villages as the unit in Qingyuan,Tianchang,and zigui,have realized the party construction effectively through the reconstruction of the party construction unit.Though they are different in form of refactoring path,but from the point of basic orientation,all three places moved down the party organizational unit,to reconstruct the party authority,promote the coupling of party and government,and expand the function of party organization,make the rural party organization in the countryside has leadership,organizational power and development power,so as to lay the legal foundation of the party organization in the countryside,really promote the landing of the party construction,party construction is effective.From the perspective of the goal orientation of rural party building in the new era,this practice has some enlightening significance for promoting rural party building effectively.
