网络空间的“语言游戏”:公众话语风格与政府回应

“Language Games”in Cyberspace:Civil Discourse Styles and Government Responses——Experimental Evidence Based on the Mailboxes of 140 Chinese Mayors

摘要 网络空间中的政府回应已经成为政府与公众相互创造和维系的一场“语言游戏”,目前学界已经关注到公众话语与政府回应间的内在联系,基本勾勒出了公众话语与政府回应之间关系的大致轮廓,但囿于研究方法的局限,二者之间的因果关系及其边界条件仍具备研究价值与研究空间。因此,本文基于话语理论、符号互动论和知识社会学构建了一个话语互动“双轮”理论框架,通过一项涉及中国140个市长信箱的实地实验,检验公众话语风格与政府回应之间的因果关系,以及电子政务水平的调节作用,为政府回应话语研究作出新的边际贡献。研究发现:(1)公众话语风格差异对政府回应率和回应速度没有显著影响;(2)公众话语风格差异显著影响政府回应质量;(3)电子政务水平在公众话语风格与政府回应质量的关系中起到负向调节作用。因此,有必要从提高互动主体的知识共享能力和限制电子官僚的自由裁量权入手,改进政府回应整体效能,实现良善的政府回应。 Although it is widely acknowledged that language plays a crucial role in communications between government and the public and that government responses in cyberspace have become a form of“language game”,little research has been done to determine if different discourse styles on the part of the citizenry have varied effects on the government response.To address this gap,we propose a“Double-Wheel”analytical framework based on discourse theory,symbolic interaction,and knowledge sociology and conduct a field experiment based on 140 mailboxes of Chinese mayors,focusing on the bureaucrats'electronic responses to citizen inquiries regarding disability protection policies.Our study reveals that while there are no significant differences in the response rate or the response speed due to the citizens'discourse styles,their styles do significantly impact the response quality.Furthermore,the impacts are both fragile and unstable,and they vary depending on the level of e-government implementation.First,based on research on government responses,this study proposes an integrated“Double-Wheel”analytical framework to open up the boundaries between abstract theoretical narratives regarding government responses and fragmented practical situations and to build a dynamic and cyclical interpretation of the strategies of public discourse expression and the internal logic of government responses.Second,this research enriches and improves the discourse classification system of government-civilian interactions in cyberspace and adds more explanatory causal evidence.Third,an interactive egovernment platform with government response actions is introduced to clarify the interembedded space between government and the public in the digital era.This article improves our cognitive picture of discourse preferences in government responses,deconstructs and reconstructs the intrinsic relationship between government response and knowledge,symbols,and discourse,and promotes the establishment of a theoretical knowledge base of government responses.The following two deficiencies revealed in the study offer potential avenues for future research.First,while online political interactions have become the principal mode of communications between the Chinese government and the citizenry,particularly through the mayor's mailbox or local government message boards,the discourse is primarily limited to written expressions.Consequently,the exclusion of more emotionally charged verbal language from analysis warrants further exploration into how to integrate the spoken word,including,for example,the intonation.Second,e-bureaucrats that are responsible for addressing public demands through the mayor's mailbox possess ample time to identify and evaluate such demands.However,e-bureaucrats in the field must respond instantly while contending with a range of factors that may influence their responses.Therefore,it would be valuable to assess this study's explanatory power with respect to the behavior of e-bureaucrats in the field.
