摘要
针对双碳目标下营运企业碳排放监测管理及交易的需求,围绕实现营运车辆碳排放精准监测核心目标,对营运车辆碳排放监测管理现状及问题进行分析,厘清营运车辆碳排放监测管理的要素构成,构建营运车辆碳排放监测管理体系,包括制定监测方案、确定监测指标、确定监测周期、确定监测路段、采集排放数据、数据分析和报告、建立信息平台等内容。营运车辆碳排放监测管理体系,明确了营运企业营运车辆日常监测管理的业务内容和方法手段,规范双碳目标下我国营运企业营运车辆碳排放监测管理业务内容,有效支撑企业和行业用户对营运车辆碳排放的日常监测管理及碳排放权交易,对营运企业低碳交通运输转型发展产生积极引导作用。
In response to the needs of carbon emission monitoring,management and trading for Operational enterprises with the dual carbon target,focusing on achieving core goal of precise monitoring of carbon emissions from operational vehicles,the study analyzed the current situation and problems of carbon emission monitoring and management for operational vehicles,clarified the elements of carbon emission monitoring and management for operational vehicles,and constructed the carbon emission monitoring and management system for operational vehicles,including developing monitoring plans,determining monitoring indicators,determining monitoring cycles,determining monitoring sections,collecting emission data,analyzing and reporting data,and establishing information platforms.The carbon emission monitoring and management system for operational vehicles clarifies the business content and methods for daily monitoring and management for operational vehicles in operational enterprises.It standardizes the carbon emission monitoring and management business content of operational vehicles in China with the dual carbon goals,effectively supports enterprises and industry users in daily monitoring and management of carbon emissions from operational vehicles and carbon emission trading,and has the positive guiding effect on low-carbon transportation transformation and development of operational enterprises.
