摘要
近期,世界多国发生大规模踩踏事故,造成严重人员伤亡,再次给公共安全治理敲响了警钟。尤其是韩国梨泰院踩踏事故伤亡惨重,与疫情防控解封因素不无关系,具有重大现实警示意义。本文以总体国家安全观为指引,重点梳理国外预防和处置踩踏事故的经验教训,分析其难料难防的诸多挑战,并就增强公共安全意识、提升公共安全治理、防止类似事件发生等进行初步探讨。
Recently,the world has witnessed large-scale crowd crushes in several countries,which caused severe casualties and rang the alarm bell once again concerning public security governance.One prime example is the deadly crush that occurred during Halloween festivities in the Itaewon neighborhood of Seoul,South Korea.This tragedy,partly attributable to the easing of COVID-19 restrictions,is of great practical significance and calls for vigilance.Following a holistic approach to national security,this article intends to summarize the key lessons learned from the prevention and handling of crowd crushes in other countries;analyze the challenges that render predicting or preventing such disasters highly difficult;and make some preliminary comments on strengthening public security awareness,improving public security governance,and preventing similar occurrences in the future.
