摘要
新中国成立以来,我国以教育发展促进收入代际流动性的政策经历了"以工农当家为主线的利好期"、"以阶级斗争为主导的动荡期"、"以机会公平为重点的调整期"、"以均衡质量为核心的推进期"和"以脱贫致富为目的的帮扶期"五个阶段。政策内容在教育机会、经费扶持、渠道疏通、质量提高、环境营造和愿景实现等方面呈现出鲜明的演进特点,逐渐凸显出强民富民的价值功能。新时代背景下,针对教育影响收入代际流动性的实践短板,我国以教育发展促进收入代际流动性的未来政策应加大机会均等补偿力度,稳步推进弱势阶层教育起点公平;借助建档立卡扶贫制度,构建弱势阶层教育精准帮带动态机制;健全继续教育培训体系,完善弱势阶层自我提升长效渠道;引导多方力量协同参与,形成弱势阶层教育优质发展合力;激发环境的正向促进作用,引导弱势阶层积极关注子代与自身发展;强化职业指导常态教育,提升弱势阶层就业创业竞争力与适应性。
Since the foundation of the People’s Republic of China,the policy of promoting intergenerational income mobility with education development has gone through five stages:the favorable period with workers and peasants as the main line,the turbulent period dominated by class struggle,the adjustment period focusing on fair opportunity,the promotion period with balanced quality as the core,and the crucial period aiming at poverty alleviation and prosperity.The policy content shows distinct evolution characteristics in education opportunities,funding support,channel dredging,environment construction,quality improvement and vision realization,that gradually highlights the value function of strengthening and enriching the people.In the context of the new era,by considering practical shortcomings of education affecting intergenerational income mobility,China’s future policy of promoting intergenerational income mobility through educational development should increase equal opportunity compensation and steadily advance the fairness of education for disadvantaged groups;establish a poverty alleviation system to build a dynamic mechanism for the precise assistance of education for the disadvantaged class;improve the continuing education and training system and improve the long-term channel for self-improvement of the disadvantaged class;guide the coordinated participation of multiple forces to form a joint force for the quality development of education for the disadvantaged class;stimulate the positive promotion of the environment,and guide the disadvantaged class to actively pay attention to their children and own development;strengthen the normal education of vocational guidance,improve the employment and entrepreneurial competitiveness and adaptability of the disadvantaged class.
