摘要
粮豆轮作生态服务价值是制定粮豆轮作补贴试点政策补偿标准和对其进行政策评估的关键。文中通过粮豆轮作补贴试点地区黑龙江省的大样本农户调研数据,以单边界二分式条件价值评估法测算了农户对粮豆轮作生态服务的支付意愿。研究发现:在农户社会经济变量和环境认知变量中受教育程度、家庭收入水平、家庭经营规模和粮豆轮作生态功能认知均促进农户对粮豆轮作生态服务的支付意愿;对具有正支付意愿的农户测算结果显示,农户对粮豆轮作生态服务的支付意愿为98元/亩;进一步通过Spike模型对测算结果矫正后发现其支付意愿降低到58.94元/亩。农户对粮豆轮作生态服务的支付意愿远低于当前的补偿标准150元/亩,因此,如果仅从粮豆轮作的生态功能出发而不考虑政府其他的政策目标,当前的补偿标准对农户存在过度补偿。
The functional value of crop rotation ecological service is the key to formulate the policy compensation standard and evaluate the policy of grain and soybean rotation subsidy.Based on the survey data of large sample farmers in Heilongjiang province where grain and soybean rotation subsidy were piloted,we measured the willingness of farmers to pay for ecological services of grain and soybean rotation through the single boundary binary contingent valuation method.Research found:Among the socio-economic variables and environmental cognitive variables of farmers,education level,family income level,household management scale and ecological function cognition of grain and soybean rotation,all positively promoted farmers’willingness to pay for ecological services of grain and soybean rotation.The results showed that the willingness to pay for crop rotation ecological services was 98 Yuan/mu for farmers,which was reduced to 58.94 Yuan/mu after corrected by Spike model.The willingness of farmers to pay for the ecological service of grain and bean rotation is far lower than the current compensation standard of 150 Yuan/mu.Therefore,if the ecological function of grain and bean rotation was taken into consideration without considering other policy objectives of the government,the current compensation standard will overcompensate farmers.
