摘要
互联网技术的发展在消除壁垒、打破边界、促进交流的同时,也成了一些恐怖极端势力利用的新手段。社交媒体的广泛运用为极端思想、恐怖效应的传播推波助澜,比网络病毒更无形、更恐怖、更致命。互联网的本质属性是开放,而管理意味着引导和限制,这本身就是一对矛盾。只有进一步健全和完善互联网管理的法规制度,大力加强社交媒体(平台)的运营监管,努力提高全民(尤其是网民)的反恐意识,研究探索行之有效的网民心理干预机制,才能从根本上杜绝和消除网络恐怖效应的传播和影响。
Internet technology has become a new means used by some terrorist and extremist forces,while removing barriers,breaking borders and promoting exchanges.The widespread use of social media contributes to the spread of extreme ideas and terrorist effects,which are more invisible,terrifying and deadly than online viruses.The nature of the Internet is openness,while management means guidance and limitation,which is a contradiction in itself.Only by further perfecting the laws and regulations on Internet management,vigorously strengthening the supervision of social media(Social networking platform),striving to improve the anti-terrorism awareness of the whole people(especially Internet users),and exploring effective psychological intervention mechanism of Internet users,can the spread and influence of cyber terrorism effect be completely eliminated.
