摘要
发展境外替代种植、替代产业已成为我国我省禁毒系统工程的重要内容。对策:1.加大政府扶持,建立健全保障体系;2.要为替代种植提供便利化服务;3.加强国际合作;4.设立替代发展专项基金、高层对话和磋商机制;5.发展“兴边富民”。
Opium/poppy control alternative development efforts and projects implemented by the Chinese enterprises and authorities in the foreign border areas have already become very important parts of the drug control systematic projects of China and Yunnan Province.Strategies: 1) More assistance and supports by the government departments and authorities can help to build and refine the security system;2) Favorable conveniences should be provided to the AD projects;3) International cooperation should be enhanced;4) The special funds for the AD project should be raised available.The dialogues and negotiation mechanism among the top national focal points should be available;5) the AD projects can promote prosperity of the border areas and enrich the local people.
