摘要
随着城市建设的快速发展,城市管理相对滞后的矛盾日益突出。城建方面的各类危及国家和人民群众生命财产安全的突发性事故灾害时有发生,建立统一指挥、协调行动的城市应急救援机构、负责指挥协调各种抢险救援力量,及时有效处置事故灾害十分必要。应急指挥信息管理系统是一个集数据库、数据通信和地理信息系统GIS为一体、并具有一定辅助决策指挥功能的综合性集成软件。主要描述了应急指挥信息管理系统的设计思想,主要功能和技术要点。
