摘要
对我国部分城市现行的土地储备运作模式作了详细的分析,将其主要分为杭州的政府主导模式、上海的市场主导模式和武汉的行政指导与市场结合模式,并对这三种模式的性质、职能、权力机构储备范围和土地供应方式等进行了分项比较,以期对国内的城市土地储备制度改革有所帮助。
This paper discusses in details land reserve operation modes of some cities in China.There are three main modes,namely Government-oriented Hangzhou Mode,Market-oriented Shanghai Mode,and Mixed Wuhan Mode.A comparison of the three modes The character,function,reserve domain of authority and land supplying mode of the three modes are compared respectively,hoping that it will be helpful for the reform of urban land reserve system in China.
