摘要
针对当前建设工程招投标中的围标现象,分析了围标行为的本质及其社会危害性,从诚信体系的构建、资格审查制度的完善、严格执法、加强事后监管及招标过程的监管等方面提出了预防和治理围标行为的对策建议。
Problem-conspired the together-conspired bidding dealing in the construction bidding,this paper analyses the stuff of together-conspired bidding dealing and proposed the countermeasure,such as set up the credit system、perfect the qualification censor system、performance low strictly、reinforce the posterior surpervision and supervise the bidding procedure.
