国有企业控制和减少人才流失要坚持制度先行、以人为本和因人而异的原则。要靠优化、完善和改进各项人事制度,良好的人才环境,切实可行的人才策略来控制和减少人才流失。
To control and reduce talents drainage from state-owned enterprises, the principles of " system reform first", "human-oriented ideology" and "differenct approach for different people" must be adhered to. To control and reduce talents drainage, the following aspects, including the human resource system,the environment to attract talented people and practicable talents policy, should be optimized, improved and perfected.
