摘要
落实和扩大高等学校办学自主权有许多制约因素,既有体制内因素,又有体制外因素。落实和扩大高等学校办学自主权,是一个推拉相助的合力过程,首先是一个上下互动的过程;其次是一个市场驱动的过程;第三是一个社会推动的过程。落实和扩大高等学校办学自主权,主动权在政府,正确处理政府与学校、集权与分权的关系,放权与控权相结合,合理配置政府与学校的办学权力;坚定性与渐进性相统一,逐步落实和扩大高等学校办学自主权;加速高等教育管理体制改革,实现管理的民主化、科学化;加强教育法制建设,依法维护高等学校办学自主权,是落实和扩大高等学校办学自主权的正确选择。
Many stagnation elements, including both inner system elements and outer system elements, exist in the implementing and enlarging schoolrunning autonomy of higher schools. Implementing and enlarging schoolrunning autonomy of higher schools is a process of a composite force of pushing and pulling. First it should be a process of interaction of the upper and the lower. Second it should be a process of market promoting. And last it is a process of social promoting. The initiative of implementing and enlarging schoolrunning autonomy of higher schools is on the government. The relation between government and school, centralization of power and separation of power, should be handled in a correct way. The distribution and control of power should be combined. The schoolrunning power of government and higher school should be disposed in an appropriate way. With the integration of determination and progressiveness, the schoolrunning autonomy of higher school should be implemented and enlarged step by step. The operation system of higher school administration should be quickened to realize the democratic and scientific administration. To strengthen the legal construction of education and protect the schoolrunning autonomy of higher schools according to law is the right choice of implementing and enlarging schoolrunning autonomy of higher schools.
