摘要
公共政策以国家权力作后盾 ,具有极强的公共权威和普遍的社会影响力 ,加之政策执行阶段的主体基本只由政府官员担当 ,这部分人同时又拥有相当多的政策制定权 ,由此决定了政府官员在公共政策全过程中的特殊地位和重要作用 ,决定了他们的素质、能力和操守如何与政策的效果利害相关。为此 ,必须重视建立公共政策执行者责任制 ,使政策理解出偏、贯彻不力、执行失误 ,甚至违背政策、对抗政策的责任落实到具体的执行者身上。
Public policy is based on national power.It has extremely powerful public pundit and general social leaven.In addition,the body of policy performance is generally only taken on by government officials,in the meantime,these officials have fairly much authority of policymaking.The reasons above lead to such a result,that is,the government officials establish particular status and play important roles in the total processes of the public policy.What their fibre,loyalty and abilities are has relationship with the result of public policy.Because of these,we must value the establishment of the public policy performer duty system in order to make officials assume such onus as comprehending deviation,accomplishing inertia,performing misplay,contravening policy or opposing policy.
