摘要
新农村建设的提出已有3年时间,各地区都开始探索发展建设之路,而今在农村集体土地产权与国有土地产权存在诸多差异的情况下,使发展不悖于法律且又不受到农村土地产权的束缚,是值得研究思考的。本文分析了农村宅基地所具备的特征,并根据现有法律和新农村建设目标,着重分析其所可能带来的融资作用,并结合部分地区的农村作案例分析。
