摘要
由于不合理利用和过度开采,加上水污染严重和水资源总量有限,东三省生态用水被大大挤占,生态环境受到严重威胁。振兴东北老工业基地战略实施后,众多企业蜂拥而至,尽管大多企业工艺先进,达到甚至超过清洁生产水平,但需水总量仍会大大增加,危及生态安全。因此,必须加强水资源利用红线指标管理,严格项目环境准入,控制社会经济用水总量。
Due to improper use and excessive exploration,along with grave pollution and limited water volume,water resources for ecology have been greatly occupied in Northeast Provinces where the ecological environment is being seriously threatened.A number of enterprises rush into as soon as the strategy to revitalize the Nation's Old Industrial Base in Northeast China was implemented.Despite their capability to well reach clean production standard with advanced facilities,water consumption will be increasing greatly,and ecological system is threatened.Therefore,red-line management for water resource use should be promoted by setting strict access to the environment of the projects and thus regulates the total consumption of water resources in social economy.
