摘要
高校新校区建设需要巨额资金,而高校的教育经费普遍不足,只能借助于数额庞大的银行贷款,因而财务危机逐渐显露。从常规机制和机制创新两个方面对高校新校区建设中的财务运行进行论证,采用建立高校经济责任制、财务运行集中管理、创新高校融资机制、教育经费分担转移、改革公共财政预算等措施可有效解决上述问题。
To build a new campus,universities need a large budget,and they usually turn to banks for a great loan because most of them can not afford the money.This gradually makes the universities' financial operation difficult.From two aspects of normal mechanism and innovative mechanism,this paper discusses the financial operation during the construction of the new campus,and proposes the following solutions to the problem: to establish an economic responsibility system,to unify the management of finance,to innovate the university's money-raising system,to share the education cost and to reform the financial budgets and so on.
