摘要
土地的自然生产力是经济发展的基础和保障,然而我国部分农村地区在上世纪90年代和本世纪初却出现了严重的土地抛荒现象,土地的有效利用率比承包制之初大大下降,这使得中央政府在农村稳定家庭承包制的基本政策受到了严重的挑战,在家庭承包制的初期作为一种权利而赋予农民的土地承包权反而已经成了一部分农民的负担,因为这部分农民选择了抛荒以逃避土地。虽然在2004年农业税逐步减免的政策实施以来,这个问题得到了很大程度的缓解,但是依然有必要揭示这一现象的机理并以此为鉴,检查中央政府在农村土地政策上的得失。诸多相关文献已经涉及农村土地闲置的原因,本文将在这些文献的基础上建立一个农民的土地耕作选择模型,从制度和经济两个角度剖析土地抛荒的内在机理。
The land natural productivity is the economical development foundation and the safeguard,however our country partial countrysides area appeared the serious land in on century 90's and at the beginning of to go out of cultivation actually the phenomenon,the land effective use factor drops greatly compared to the contract system at the beginning of,this caused the central authorities to receive the serious challenge in the countryside stable household undertaking system basic policy,took one kind of right in the household undertaking system initial period but to entrust with farmer's land contracting power instead already to become part of farmers' bur- dens,because this part of farmer chose went out of cultivation by evades the land.Although since in the policy implementation which 2004 the agricultural tax has reduced gradually,this question obtained very great degree alleviating,but still has the necessity to promulgate this phenomenon the mechanism and take this as the warn- ing,the inspection central authorities' in countryside agrarian policy success and failure.Many correlations lit- erature already will involve the reason which the countryside land left unused,this article in these literature foundations establish a farmer's land cultivation choice model,went out of cultivation the intrinsic mechanism from the system and the economical two angles analysis land.
