摘要
城乡一体化发展成为时代命题,强县扩权可以成为推动城乡一体化发展的一条有效途径。强县扩权通过提高县级各部门积极性、提高县级政府决策效率、促进城乡之间要素合理流动、增加县域基础设施建设以及优化县域空间结构而促进县域经济发展;通过改变城市发展定位、完善城市服务功能、激励弱县经济发展而促进城市经济调整。二者共同促使县域具有与城市等同的市场与法律地位,从而在长期达到市县之间竞争合作关系形成,推进城乡一体化发展。
