摘要
在与高校图书馆合作过程中,民营书商往往会在短期经营理念和利益的驱使下缺失诚信,主要表现在资质造假、串通投标、瞒哄欺诈低价抢标、后期服务承诺不兑现等方面。要使这些问题得到有效治理,图书馆必须建立民营书商资质信用评价档案、提高评标委员会专业化水平、完善监督制度,以达到保护自身利益的目的。
