摘要 铁路运输业的改革首先应对其组织结构进行重组。归结起来,铁路重组主要有7种模式,每种模式各有优缺点。从我国铁路运输业的实际考虑,组织结构的重组应分成前期、近期和远期三步进行,其中前期主要是主辅分离、辅业改制;近期应采取“网货合一,客货分离、客运区域分割”的模式;远期则应采取“网运分离,客货分离、区域分割” The reformation of the railway industry should begin with its restructure. Generally speaking, there are seven available modes, each of which has its own merits and shortcomings. Considering from the present condition of China's railway industry, the restructure should be divided into three stages: initial stage, near future, and far future. The main task for the initial stage is to separate the subordinate part from the main body and to reform the system of the former; In near future, a mode is expected to construct to 'unite infrastructure management with freight transportation, separate passenger transportation from freight transportation, divide passenger transportation according to the district'. In the far future, a new mode should focus on 'separating infrastructure management from transport operation, passenger transportation from freight transportation, and dividing transportation according to the district'.
