摘要
股份制石油企业作为施工作业的甲方 ,对施工作业进行质量监督 ,保证施工作业质量是其应尽的责任。因此 ,股份公司所属各油田分公司应建立精干的施工作业质量监督机构 ,设立施工作业质量总监 ,对物探、钻井、测井等不同专业设立相应的监督工程师 ,监督方法应采取抽查的方式。与此同时 ,还应建立第三方施工作业监理体系以及监督、监理人员的资质评审考核制度 ,制定并不断完善监督和监理的程序和标准。
