摘要
家庭经济困难学生的认定是对其实施有效资助的基础。对"家庭经济困难",在不同国情、不同时期、不同经济和文化背景下,有不同的内涵理解。目前,高校对家庭经济困难学生的认定存在认定标准的模糊性和不可操作性、认定方式的主观性和不科学性、认定材料的不规范性和缺乏真实性以及认定结果缺乏可利用性等问题,因此家庭经济困难学生认定应坚持公平、有效、可操作、合理、学生参与等原则,规范程序,促进资助公平有效。
